Law Enforcement Duty Gear and Non-Ballistic Tactical Equipment

Solicitation 27-10T is a cooperative procurement effort led by the City of Tempe for 1GPA to establish contracts for professional law enforcement duty gear and non-ballistic tactical equipment. The scope includes equipment for patrol, investigations, corrections, and emergency response, though products primarily intended for ballistic protection are expressly excluded. The resulting contracts will be available for use by a wide range of eligible public agencies, including school districts, municipalities, and federal and state governments. The initial contract term is one year from the date of award, with the possibility of month-to-month extensions by 1GPA. Proposals are due by October 21, 2026, and must be submitted electronically via the OpenGov Procurement portal. Evaluation is based on a weighted system prioritizing cost, product quality and technical compliance, experience and capacity, contract performance, cooperative program support, and overall responsiveness. Awardees must provide new, unused equipment and adhere to F.O.B. Destination shipping terms, with standard in-stock products ideally delivered within thirty calendar days. Financial terms require a 1% administration fee to be included in the net contract price, with payment terms generally set at Net 30 days from receipt of invoice. Contractors are required to invoice 1GPA members directly and must provide a current IRS W-9 to receive payment. Compliance requirements include strict adherence to federal, state, and local laws, including civil rights certifications, data privacy regulations such as HIPAA and FERPA, and specific certifications regarding the boycott of goods from Israel for applicable for-profit entities.
