This is a special notice prepared in accordance with the Federal Acquisition Regulation (FAR) 5.2 - Synopsis of Proposed Contract Actions. The Library of Congress, Contract and Grant Directorate, intends to award a sole-source contract to, CGI Federal Inc., 12601 Fair Lakes Circle, Fairfax, VA 22033-4902. The estimated period of performance is from 4/1/2024 to 3/31/2030. The Contractor(s) shall provide Enterprise Resource Planning (ERP) system services to support the Legislative Branch Financial Management System (LBFMS) Momentum and Maximo in a software / infrastructure as a service environment. The software, Momentum Financials Plus, was licensed to the Library in 2003 for a 30-year term license in a competitive solicitation which expires on 9/24/2033. AOC's 30-year Momentum Financials Plus license will expire on 10/31/2029. CGI provides end-to-end support for this system including hosting and software operations support. This contract will be issued as an Indefinite Delivery Indefinite Quantity Contract for Enterprise Resource Planning (ERP) system services. This is not a request for quotes or proposals. Interested parties that believe they could satisfy the requirements may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. Responses to this notice should demonstrate evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission of the Library of Congress. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition.
