Solicitation # SPE4A6-26-T-27CU

The requirement consists of multiple line items with quantities ranging from 1 to 20 rolls, with required delivery dates scheduled between August 28 and September 8, 2026. Delivery is required within five days of the award, with FOB, inspection, and acceptance all set at the destination. Shipments are directed to various locations, including the USS Shoup DDG 86, the DLA LMP Zone 1 depot in Texas, the Lockheed Martin Distribution Center in Georgia, ASD Oceana in Virginia, and the Base Naval de Rota in Spain. The contractor must adhere to strict quality and packaging standards, including sealing each tape in a waterproof polyfilm bag and packing 10 to 12 rolls per intermediate container. All marking must comply with MIL-STD-129, specifically using Special Marking Code 32 for Type I shelf-life items, which have a non-extendable shelf life of 18 months. The use of mercury or mercury compounds is strictly prohibited in all preservation, packaging, and marking. Technical and quality requirements are further governed by the DLA Master List and RP001 packaging requirements. Evaluation for award will consider price, with a preference for certified HUBZone Small Business Concerns. Offers utilizing additive manufacturing processes are ineligible for award. The procurement is subject to the Buy American Act and the Berry Amendment, requiring disclosure of any non-domestic materials. Administrative requirements include the use of the Wide Area WorkFlow system for invoicing and compliance with DFARS cybersecurity standards for safeguarding covered defense information.
