Lead and Copper Rule Improvement Services

Scope: The City of Ontario (“City”) is requesting proposals from qualified firms (“Proposers”) for Lead and Copper Rule Improvement (LCRI) Services (“Services”), which shall be provided under the general direction of the City Manager or his or her designee. The City is a general law city in the State of California. The City’s population is estimated at 166,866 and the City’s current area covers approximately 50 square miles. The City operates under a council-manager form of government with a five-member City Council elected at large. Each council member serves a four-year term. The City Council meets on the first and third Tuesdays of the month at Ontario City Hall, 303 East “B” Street. To serve and promote the welfare of its residents, the City intends to procure the Services as described below. The City is in need of the following services to comply with the US Environmental Protection Agency’s (USEPA’s) Lead and Copper Rule Improvements (LCRI): • Validate the City’s lead service line inventory (LSLI) using approved statistical models. Where necessary, perform field inspections to verify service lines. • Develop educational material for childcare facilities and elementary and secondary schools. • Perform lead sampling at childcare facilities and elementary schools. If requested, perform lead sampling at secondary schools.
Notes: The bidder is solely responsible for “on time” submission of their electronic bid.
