Lead Hazard Reduction and Healthy Homes Services

Gila County Public Health & Community Services is seeking qualified contractors to deliver comprehensive Lead Hazard Reduction and Healthy Homes Supplemental services across eligible pre-1978 residential properties in Gila County under federally funded HUD programs. The scope includes lead inspections using XRF testing, dust and soil sampling, risk assessments, lead hazard abatement and interim controls such as component and window replacement, soil mitigation where concentrations exceed 120 ppm, and healthy homes interventions like moisture control, non-structural mold remediation, ventilation improvements, and asthma trigger reduction. All work must comply with HUD and EPA standards, including specific clearance thresholds: floor dust levels ≤5 μg/ft², windowsills ≤40 μg/ft², and window troughs ≤100 μg/ft². Contractors must maintain a 90% initial clearance pass rate and are responsible for any retesting or corrective actions needed to meet these benchmarks. Services must be performed by EPA-certified firms using certified lead abatement supervisors and inspectors, and all activities must adhere to federal, state, and local regulations, as well as industry best practices. The contract has an initial one-year term with the option for up to three one-year renewals contingent on continued funding, performance, and mutual agreement. Proposals are due by 3:00 p.m. on July 23, 2026, and must be submitted either electronically via the Gila County Procurement Portal or as a hard copy with three sealed copies, each labeled with the solicitation number and deadline. Evaluation is based on technical experience (30%), regulatory compliance plan (20%), cost and financial structure (15%), and work plan and production (15%), with non-responsive proposals—those unsigned, incomplete, or lacking addenda acknowledgments—automatically disqualified. Successful offerors must provide a 100% labor and materials bond issued by an Arizona-authorized surety with a Treasury Certificate of Authority and an A.M. Best rating of at least A-VII, along with comprehensive insurance coverage including $1 million per claim and $2 million annual aggregate for pollution liability, with Gila County named as an additional insured under primary, non-contributory terms.
