Leak Detection Services

The City of Austin is soliciting bids for leak detection services to maintain its water distribution system, with an estimated annual workload of 500 linear miles. The selected contractor will provide all necessary labor, materials, equipment, and transportation to perform acoustical surveys and correlation activities to pinpoint leaks on public assets. Services must be conducted during normal business hours, Monday through Friday, from 7:00 a.m. to 5:00 p.m. Key deliverables include an annual report detailing leaks identified and accuracy percentages, as well as GIS data provided in ESRI Shapefile File Geodatabase format. The contract features an initial term of 24 months, with the possibility of three additional 12-month extensions. Pricing remains firm for the first 12 months, after which annual adjustments may be requested if the change exceeds 1,000 dollars. Award decisions will be based on the low responsive bid or best value, with specific percentage discounts applied for local and small business preferences. Contractors must designate a Single Point of Contact capable of responding within 30 minutes and ensure that the survey leader possesses at least three years of experience in acoustic detection. Compliance requirements are stringent, requiring adherence to OSHA, EPA, TCEQ, and ANSI/AWWA standards. Contractors must be authorized to do business in Texas and maintain insurance from companies with an A.M. Best rating of B+VII or better. Additionally, offerors must certify compliance with the City's Living Wage and Wage Theft ordinances, non-discrimination policies, and Texas Government Code regarding ownership by designated foreign countries.
