Learning & Professional Education Program Subscription

The IRS Large Business & International (LB&I) division is conducting market research for a firm-fixed-price commercial services contract to provide a Learning & Professional Education Program Subscription. The Government requires unlimited, concurrent access for at least 3,500 compliance employees to a centralized digital platform offering accredited continuing education programs, course materials, and technical publications in key areas such as tax, accounting, finance, corporate law, and ethics. The subscription service must support a minimum of 400 annual training programs delivered in multiple formats—including on-demand, live webcasts, and interactive sessions—with continuous updates reflecting legal and regulatory changes. Content must comply with NASBA, American Bar Association, IRS continuing education standards, and all applicable federal, Treasury, and IRS laws. Accessibility in compliance with Section 508 of the Rehabilitation Act of 1973 is mandatory, ensuring the platform and materials are accessible to users with disabilities. The contract structure consists of a 12-month base period plus two 12-month option years, with a maximum potential duration of 42 months if the FAR 52.217-8 clause (Option to Extend Services) is exercised.
