This Invitation to Tender (“ITT”) is an invitation by the Buffalo Pound Water Treatment Corporation (the “Corporation”) to prospective Bidders to submit bids for the lease of liquid oxygen storage equipment, and supply and delivery of liquid oxygen (“LOX”) and liquid nitrogen (“LIN”) to the Buffalo Pound Water Treatment Plant (the “Plant”), as further described in the ITT Particulars (Appendix A) (the “Deliverables”) and in Appendix C – Technical Specifications. The Plant is located approximately thirty kilometers northeast of the City of Moose Jaw, Saskatchewan. The Plant was commissioned in 1955 and provides safe, high quality drinking water to approximately 260,000 customers, including the Cities of Moose Jaw and Regina, SaskWater, and the Buffalo Pound Provincial Park. The Plant is undergoing a process renewal, which includes ozonation for taste and odour oxidation. Ozone will be generated using liquid oxygen and liquid nitrogen supplied and delivered to the Plant by a Successful Bidder (“Supplier”), and stored in a leased 50-ton LOX tank and 1-ton LIN tank (leased from the Supplier), complete with vaporizers, stored outside the Plant. Coagulation, flocculation, and dissolved air flotation will precede ozonation, while biologically activated carbon filtration, UV disinfection, and chlorination, and pH adjustment will proceed ozonation. This ITT is for the lease of liquid oxygen and liquid nitrogen storage and feed equipment, and the supply and delivery of 620,500 kg of liquid oxygen and 13,500 kg of liquid nitrogen to the Plant each year for a 5 year period. The first delivery of liquid oxygen and liquid nitrogen will occur by May 31, 2024.
