The U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP) to fulfill anticipated 2020 Census Area Office requirements: City: Manhattan North State: New York Delineated Area: Point of Beginning - The intersection of NY-9A (Henry Hudson Pkwy.) and Riverside Dr. THENCE Easterly along Riverside Dr. to its intersection with US-9 (Broadway). THENCE Northeasterly along US-9 (Broadway) to its intersection with W 215th St. THENCE Southeasterly along W 215th St. to its intersection with 10th Ave. THENCE Southwesterly along 10th Ave. to its intersection with Harlem River Dr. THENCE Southerly along Harlem River Dr. to its intersection with Dr. Martin Luther King Jr. Blvd. (E 125th St.). Harlem River Dr. becomes FDR Dr. THENCE Southerly along FDR Dr. to its intersection with E 84th St. THENCE Westerly along E 84th St. to its intersection with 5th Ave. THENCE Northerly along 5th Ave. to its intersection with Central Park N. THENCE Westerly along King Central Park N. to its intersection with Central Park W. THENCE Southerly along Central Park W. to its intersection with E 66th St. THENCE Westerly along E 66th St. to its intersection with NY-9A (Henry Hudson Pkwy.). If there are no available options containing Census' unique requirements as outlined in the RLP, the Government reserves the right to identify an acceptable alternative. HOW TO OFFER: The Government is using the Automated Advanced Acquisition Program (AAAP) to satisfy the above Census space requirement. The AAAP application, located at https://aaap.gsa.gov, enables interested parties to offer space for lease to the Federal Government in response to RLP Package 17-CENSUS. Offered space must comply with RLP Package 17-CENSUS, posted on https://aaap.gsa.gov, and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, energy, and sustainability standards in accordance with the terms of the Lease. Interested parties must go to the AAAP website, select the orange "Registration" link and follow the instructions to register. Instructional guides and video tutorials are offered on the AAAP homepage and in the "HELP" tab on the AAAP website. Once registered, interested parties may enter offers during any "Open Period". The Open Period is the 1st through the 7th of each month, ending at 11:59 p.m. EST. Offers cannot be submitted during the Closed Period (8th through the end of each month) and will not be considered for projects executed during that time period. Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the RLP requirements package found on the AAAP website. During the Open Period, offerors will be permitted to submit new offers or modify existing offers. Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period. All RLP Package documents can be found at https://aaap.gsa.gov or https://lop.gsa.gov. At the bottom of the homepage, before logging in, select - Census' from the drop-down list under the section titled - View AAAP Solicitations for Offer Package" then click the - View RLPs' button.
