The proposed lease term is two years, with an anticipated occupancy date of August 5, 2026, and all proposals must be submitted by July 27, 2026. The lease must be a gross lease structure, meaning the landlord must absorb all operating expenses, including utilities, maintenance, insurance, and property taxes; any proposal involving expense pass-throughs, tenant improvement reimbursements, or use of non-standard lease forms will be automatically disqualified. The facility must provide 24/7 access, climate control, secure card-based entry, and allow for the installation of security cameras and entrance code locks, while also being barrier-free, hazard-free, and smoke-free, and in full compliance with applicable zoning regulations and South Carolina state laws, including §§1-11-55, 1-11-56, 1-11-65 and Regulation §19-447.1000. Direct communication with SLED is prohibited, and all inquiries must be routed through Real Property Services at the designated address in Columbia, SC, or via email at rps@admin.sc.gov. Evaluation of proposals will be based on a trade-off process weighing cost, responsiveness to mandatory requirements, and efficiency of space utilization, with no numerical weights assigned but strict compliance thresholds for disqualification. No federal entity identifiers such as UEI or CAGE codes are required, and no socioeconomic set-asides or size status certifications are applicable. Submission is accepted by mail or email only, with no online portal available, and no invoicing system or contract administration details beyond the proposal submission point are specified.
