Legacy Application Support

Export Development Canada (EDC) is seeking experienced software engineering support to sustain mission-critical legacy applications scheduled for decommissioning between 2026 and 2029. The solicitation, numbered 26-123, is for a one-year base period with two optional one-year extensions, with a total estimated value of $3.475 million CAD plus HST, declining across the option years to reflect reduced support needs as systems reach end-of-life. The work is strictly limited to operational maintenance of outdated technologies including VB6, .NET 1.1–2.x, BizTalk Server 2016/2020, MSMQ, AgilePoint, and custom SOA middleware; no modernization, enhancements, or new development are permitted. Performance is confined to the National Capital Region (NCR), with the contractor required to maintain a presence within the region, as evidenced by the specified office location in Kanata, Ontario. Compliance with Canadian trade agreements including CETA, CFTA, and Buy Canadian principles is required, and the procurement is justified as non-competitive due to the scarcity of personnel with deep expertise in these legacy systems and the narrow window remaining before decommissioning. All personnel assigned to the contract must hold a valid Reliability Status security clearance, and intellectual property created under the agreement is the exclusive property of the Government of Canada, with no rights retained by the contractor. Submission of a Statement of Capabilities is mandatory, and failure to meet any of the minimum essential requirements — including a minimum of ten years’ hands-on experience with the specified technologies in a production, regulated environment — results in automatic disqualification. The evaluation approach is implicitly Lowest Price Technically Acceptable, with technical acceptability determined purely on pass/fail criteria rather than scoring or weighting.
