Legal Access Services for Reunified Families Program

The U.S. Department of Justice, Executive Office for Immigration Review, is seeking a contractor to deliver individualized legal services under the Legal Access Services for Reunified Families (LASRF) Program, established pursuant to the Settlement Agreement in Ms. L. v. ICE. This program complements federalized group services provided by EOIR by offering personalized legal support to eligible individuals, including consultations, document preparation, re-parole assistance, and trauma-informed interpretation for non-English speakers. The contractor must operate from eight designated regional offices across the country—Annandale/Sterling, Chicago, Houston, Los Angeles, Miami, New Orleans, Newark, and San Francisco—and may propose alternative locations that ensure nationwide coverage. Services must meet the highest industry standards for legal practice and align with the Performance Requirement Standards, which demand timely, accurate, and thorough deliverables with minimal rework and no more than one late submission per month. The contract is structured as a Firm Fixed Price arrangement with a one-year base period beginning September 1, 2026, and four additional one-year option periods extending through August 31, 2031, with a possible six-month extension under FAR 52.217-8. The pricing model combines Firm Fixed Unit Prices for core legal services and Firm Fixed Prices for administrative and infrastructure support, with separate CLINs for each period and category. Invoicing must be monthly, submitted no later than the 25th of the month following service delivery, and must include supporting documentation such as USCIS Form I-797 or G-28 forms for pro bono matches. Payment is contingent upon formal government acceptance, certified by the Contracting Officer’s Representative, and no payment will be processed without it. The contractor must be registered and active in the System for Award Management (SAM) with a valid Unique Entity ID and Tax Identification Number.
