Legal Consulting Services

The U.S. Agency for International Development, Bureau for Management, Office of Acquisition and Assistance/Special Initiatives & Development Partners (USAID/M/OAA/SIDP) intends to award a sole source purchase order on behalf of the Office of the General Counsel under the authority of FAR part 13.106-1(b) for legal consulting services under the authorities of the Foreign Assistance Act of 1961, as amended, and related appropriations acts. The award will be fixed price and will cover a period of approximately ten (10) months. The Office of the General Counsel requires consulting services to assist the Delegated Cooperation Secretariat (DCS) in conducting due diligence and other research and tasks necessary to administer the DCS platform, consistent with the procedures set forth under USAID policy chapters and to liaise with internal USAID staff and external officials on revisions to various USAID policy chapters. As such and in accordance with FAR part 13.106-1(b)(i), USAID intends to make award to Devorah Flax-Davidson. The vendor chosen is uniquely qualified for the work to be performed. NO SOLICITATION OR REQUEST FOR QUOTATION IS AVAILABLE FOR THIS PROCUREMENT. It has been determined that Devorah Flax-Davidson`. is the only source for the aforementioned services that meets the Government's requirements and provides the best value. Notwithstanding, any firm that believes it is capable of meeting USAID's requirement as stated herein, may submit its capability by the date and time indicated on this notice, which may be considered by the Government. A determination not to compete the purchase order based upon the responses to this notice is solely within the discretion of the Government.
