The Village of Deposit is seeking qualified professional engineering firms licensed in New York to conduct comprehensive evaluations of its water and sewer systems. The project aims to assess current system conditions, identify issues, and develop long-term and short-term improvement strategies, culminating in the preparation of Preliminary Engineering Reports (PERs). These reports will analyze system deficiencies, explore alternative solutions, and estimate costs, serving as a foundation for future capital projects and funding applications through programs such as the NYS Environmental Facilities Corporation SRF, Bipartisan Infrastructure Legislation, and CDBG grants. The total estimated cost for each PER is approximately $50,000, with all work expected to be completed by October 2024, and project close-out by December 2024. Applicants must submit concise qualification statements, not exceeding 20 pages, including firm profiles, project experience, grant and loan familiarity, staffing plans, and references. The selection process emphasizes relevant experience with similar projects, capacity to meet deadlines, and understanding of the project scope, with the evaluation weighted accordingly. Submissions are due by February 20, 2024, and should be delivered to the Village Clerk/Treasurer at the designated address. The Village reserves the right to reject proposals, negotiate terms, and request additional information, ensuring a thorough review process to select the most qualified firm for this critical infrastructure assessment.

BACKGROUND & SCOPE OF WORK The Village of Deposit, located partially in the Town of Sanford (Broome County) and partially in the Town of Deposit (Delaware County), is requesting qualification statements from professional engineers or firms licensed to practice professional engineering in the State of New York to perform comprehensive evaluations of Village’s water and sewer systems. The Village has completed various minor improvements to the municipal systems over time. Previous projects have repaired or replaced specific pieces of failing or outdated equipment, but have not considered the systems holistically with short- and long-term objectives and resiliency in mind. System evaluations will help determine existing and future needs, identify issues, and predict costs -- all while considering resiliency and sustainability. Comprehensive evaluations will be the basis for both short and long-term capital improvements to the systems. The outcome will be a Preliminary Engineering Reports (PER) for each that will detail the systems’ shortcomings, and evaluate alternative improvement options and anticipated costs. This will enable the development of specific future implementation projects and the ability to seek funding for them. These evaluations have qualified for or are eligible for funding through the NYS Environmental Facilities Corporation State Revolving Fund (SRF), Bipartisan Infrastructure Legislation (BIL), and/or the NYS Office of Community Renewal Community Development Block Grant (CDBG) Program. The estimated cost for the preparation of each PER is approximately $50,000.  Findings from each PER will drive costs of further planning, design, bidding, and construction work and will be established as the project progresses. Completed PERs and Cost Estimates should be completed by October 2024 with final project close-out in December 2024.   RFQ REQUIRED INFORMATION & FORMAT Qualification Statements should not exceed twenty (20) pages in length – (not counting section dividers and cover), and shall include the following information: Firm Summary/Profile Statement of capability to meet time and budget requirements, including the ability to work closely and efficiently with local staff Profiles of at least three (3) similar projects previously completed, including project budget Summaries of State/Federal Grant and Loan experience with emphasis on SRF and CDBG funding over the last five years Proposed Project Organization Chart, resumes, and qualifications of staff that are anticipated to be assigned to work on the project Minimum of three (3) client references   EVALUATION CRITERIA All proposals received will be evaluated and ranked by the Village of Deposit Board of Trustees according to the following criteria:   Evaluation Criteria Points Successful provision of engineering services to previous similar projects in the last five years that demonstrate relevant experience and ability to comply with NYS Environmental Facilities Corporation and NYS Office of Community Renewal Community Development Block Grant requirements 50 Capacity to provide key personnel and proposed staffing plan 30 Respondent’s understanding of the project 20                                                          Total 100   The Village Board of the Village of Deposit will review each proposal in detail.
