Conflict Public Defender Services
Solicitation # CPD102601
Napa County is soliciting statements of qualifications from attorneys or law firms to serve as Conflict Public Defenders (CPD) to provide criminal legal defense services for indigent defendants when the Public Defender has a conflict of interest. The County maintains a panel of five CPDs, and selected providers will act as independent contractors rather than County employees. To be eligible, applicants must be active members of the State Bar of California with at least eight years of criminal law litigation experience and familiarity with California criminal court procedures. The selection process is points-based, focusing on required qualifications and interviews, with the goal of identifying the best value for the County. The contract is scheduled to commence on January 1, 2027, with an initial term ending June 30, 2027, followed by automatic annual renewals unless notice of non-renewal is provided. Compensation consists of a monthly base rate of $19,857, which is subject to annual adjustments based on the salary of an Attorney IV, step 5, or a 3% increase if new union agreements are pending. Additionally, providers can earn up to $3,500 per month for Class I cases and $2,500 per month for Class II cases, subject to specific 18-month caps. Selected attorneys must maintain professional malpractice insurance and comply with state and local conflict of interest codes, including the filing of Statements of Economic Interest.

Recovery Worldwide BPA
Solicitation # 83310127Q0007
The Export-Import Bank of the United States (EXIM) is seeking to establish one or more Blanket Purchase Agreements (BPAs) for worldwide asset protection and recovery legal services. The scope of work includes the collection, servicing, legal enforcement, restructuring, and recovery of defaulted loan obligations from obligors and guarantors globally. The contractor is responsible for providing all necessary personnel, equipment, and non-personal services to perform these tasks, which include due diligence, asset searches, credit analysis, and field investigations. The anticipated period of performance is from December 1, 2026, to November 30, 2031, with an estimated aggregate value of approximately $9,000,000 per BPA. Awards will be made based on a best-value tradeoff evaluation, prioritizing technical capability and past performance over price. Evaluation factors focus on the breadth of worldwide coverage, the presence of vendor-owned international offices, and the quality of the approach to cross-border coordination and asset identification. Vendors must provide three past performance examples, with preference given to those who have served as prime contractors for U.S. Federal Government agencies. Pricing is structured around a Due Diligence Fee and a Contingency Fee. The contract incorporates various FAR clauses, including strict prohibitions on certain foreign telecommunications equipment and software from Kaspersky Lab, and requires all involved personnel to sign non-disclosure agreements.
