The Internal Revenue Service, Legislative Analysis, Tracking & Implementation Services (LATIS), through the Office of Procurement, intends to procure from CQ-Roll Call using FAR Part 13 Simplified Acquisition Procedures, a legislative tracking tool that allows analysts the ability to research and analyze an abundance of information about legislation in a shorter timeframe. The tracking tool is an online database that is searchable 24 hours a day/seven days a week and consists of the following components: Customizable news alert feature that allow IRS staff to be informed in real-time news cycles to include breaking news that is sent to the user automatically by email; Search features that allow search of Capitol Hill schedules for floor, committee and subcommittee action that include dates, times, locations, agendas, contact information and witnesses; Customizable Budget Tracker that follows the federal budget and appropriations; Search feature that allows user to see how pending bills will impact current; Timely Access to Congressional Research Service reports on tax issues; Congressional Transcripts to include a minimum of 18 custom transcript request; and transcripts which must be searchable by date of hearing. The legislative tracking tool is an essential as it allows same day turnaround research when IRS testifies and requests a transcript and therefore is mission critical. This will be a sole source requirement. NAICS code is 511110. This notice of intent is not a request for proposals. This notice is for informational purposes only and is not to be construed as a commitment by the Government.

Solicitation # 5000230074
Solicitation 5000230074 is a Request for Quote issued by the Internal Revenue Service for the acquisition, integration, maintenance, and support of Commercial Off-The-Shelf tax software products, specifically Tax Analyzer and Income Tax Planner. The requirement includes the provision of enterprise and perpetual licenses, technical support, and the maintenance of the IMS Tax Engine Middleware environment to support the Large Business and International Division and Appeals. The contract is structured as a Firm Fixed Price award with a base period from April 1, 2027, to March 31, 2028, and four subsequent 12-month option periods. Performance may occur at government facilities, contractor facilities, or via remote and hybrid environments. The government will award the contract based on best value using a tradeoff process, where non-price factors are significantly more important than price. Evaluation is prioritized by technical approach, licensing and middleware integration capability, and past performance, with price being the least important factor. Key technical requirements include full IPv6 conformance, Section 508 accessibility compliance, and strict adherence to IRS security guidelines for safeguarding Sensitive but Unclassified data. The contractor must also provide comprehensive training through both face-to-face and virtual sessions. Proposals are due by November 6, 2026, and must be submitted in three separate volumes.
