Leica EM GP Premium Care Service Plan

NOTICE OF INTENT TO SOLE SOURCE This contract action is for the acquisition of services for which the Government intends to solicit and negotiate with only one source under the authority and procedures of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b). The National Institute of Environmental Health Sciences (NIEHS), Office of Acquisitions (OA) intends to award a single source purchase order to Leica Microsystems Inc., 1700 Leider Lane, Buffalo Grove, IL 60089, for a non-personal services contract for maintenance and repair services of a Leica EM GP (Grid Plunger); Serial No.: 606325. Leica Microsystems Inc., is the only known source that can provide the required maintenance, repair services, and parts required on the Grid Plunger. This equipment is manufactured and distributed by Leica Microsystems and authorized service on this instrument is only available directly through Leica, as the Original Equipment Manufacturer (OEM). The anticipated period of performance will be for a twelve (12) month base period, with 4 twelve (12) month option periods. The associated North American Industrial Classification System (NAICS) code for this procurement is 811219 "Other Electronic and Precision Equipment Repair and Maintenance". Its associated Small Business Size Standard is $20,500,000.00. The Cryo-Electron Microscopy (Cryo-EM) Core Laboratory requires this Premium Care Service Plan for its Leica EM GP, which plunge freezes samples into liquid ethane after removing excess fluid by automatic blotting. Cryo-EM lets scientists see the microscopic world via a special technique that quickly freezes a protein sample into a molecule-thin layer and uses an electron microscope to visualize the proteins in detail. Line Item 0001 - Base Year - Premium Care Service Plan for GP; Part Number # 12128105 Qty. 1 Line Item 1001 - Option Period 1 - Premium Care Service Plan for GP; Part Number # 12128105Qty. 1 Line Item 2001 - Option Period 2 - Premium Care Service Plan for GP; Part Number # 12128105Qty. 1 Line Item 3001 - Option Period 3 - Premium Care Service Plan for GP; Part Number # 12128105Qty. 1 Line Item 4001 - Option Period 4 - Premium Care Service Plan for GP; Part Number # 12128105Qty. 1 Premium Care Service Plan coverage includes: Unlimited service visits by Leica-Microsystems trained and qualified field service engineer, unlimited Replacement service parts, components, or modules necessary for repairs, 1 Annual on-site Planned Maintenance visit, to ensure the system is performing to factory specifications per customer request, unlimited access to expert Applications and Technology Support Center (M-F 8AM - 5PM), and software Updates. NIEHS will solicit and negotiate directly with Leica Microsystems Inc., and no solicitation will be issued. This notice of intent is not a request for competitive proposals or quotations; however, if an interested party believes they can meet the above requirement, all responsible sources may submit a quotation which shall be considered by the agency. The quotation must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can perform the requirement. Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest or quotation in writing via email to hugo.alcantara@nih.gov within ten (5) days after the date of publication of this notice. No faxed documents will be accepted. If no responsive statements or quotations are received within five (5) days, an award will be made to Leica Microsystems Inc.
