Lemen Avenue Utility Improvements Project

The Lemen Avenue Utility Improvements Project (CIP 26-15) is a public infrastructure initiative for the City of Woodland, California, aimed at enhancing water access for local residents. The scope of work includes the installation of approximately 305 linear feet of water pipe, one fire hydrant, and the relocation of two water meter services. Sewer improvements consist of 660 linear feet of pipe, three manholes, two cleanouts, and the removal of one existing manhole. Storm drain work involves 550 linear feet of pipe, four manholes, and the installation or replacement of curb inlets. Additionally, the project requires milling and overlaying 24,900 square feet of pavement, restoring traffic striping, and performing landscape restoration of affected areas. The City estimates the base bid cost between 650,000 and 750,000 dollars. The contract will be awarded to the lowest responsive and responsible bidder based on the base bid. Bidders must provide a bid bond, experience qualifications, and certifications for the Iran Contracting Act, noncollusion, and Department of Industrial Relations registration. Once awarded, the contractor must commence work within 10 days of the Notice to Proceed and complete all work, including deficiency remediation, within 60 days. Performance and payment bonds equal to 100 percent of the contract price are required. Construction is restricted to weekdays between 7:00 a.m. and 4:00 p.m. All work must adhere to City of Woodland Engineering Standards and AWWA Standard C651, with specific requirements for bacteriological testing of new pipelines and ADA compliance for stop limit lines.
