This contract pertains to the procurement of lenses and lights under solicitation SPE4A6-26-T-42M8, requiring 38 units to be delivered FOB origin within 171 days, with a required delivery date of November 30, 2026. All items must comply with the DLA Master List of Technical and Quality Requirements, specifically referencing MIL-L-24560/16A revision dated February 5, 1999, and are classified as critical application items. Sampling must follow MIL-STD-1916 or ASQ H1331 Table 1 using zero acceptance criteria unless otherwise stated, with critical, major, and minor attributes assigned verification levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively. Mercury and mercury-containing compounds are strictly prohibited in all components, packaging, and preservation unless part of functional batteries, fluorescent lights, instruments, sensors, controls, weapon systems, or specified chemical reagents; portable fluorescent lamps and instruments containing mercury must be shock-proof and feature a secondary containment per NAVSEA 5100-003D. Packaging must adhere to MIL-STD-2073-1E with preservation method 10, unit container E5, no cushioning material, and markings compliant with MIL-STD-129 including the fragile special marking code. Palletization follows DLA packaging requirements, and all items must be delivered to the specified destination in Tracy, California. Inspection and acceptance occur at destination with no quantity variance permitted.
