Specific engineering exceptions are in place, including a transition to MIL-STD-2073-1 Method 41 for packing and paragraph 5.2.1 of MIL-STD-2073-1 for cleaning and drying. Furthermore, the procurement involves export-controlled technical data subject to ITAR or EAR regulations, meaning eligible offerors must possess an approved US/Canada Joint Certification Program certification and DLA authorization to access the data. Administrative requirements include the use of the Wide Area WorkFlow system for invoicing and compliance with various FAR and DFARS clauses regarding cybersecurity, hazardous materials, and domestic trade restrictions.
