The BPA has a five-year term structured into five consecutive 12-month periods running from September 20, 2026, through September 19, 2031, with individual call limitations of $900,000 per period. Coverage must include mandatory benefits such as 100% reimbursement for hospitalization, emergency services, obstetric and newborn care, and inpatient prescription drugs, along with at least 80% for preventive care, hearing services, and specialized care including reproductive health, mental health, substance abuse, rehabilitative services, and HIV/AIDS treatment capped at $15,000. The contractor must process local claims in Turkmen Manat using the Citibank exchange rate on the date of expense and international claims in U.S. Dollars, while maintaining 24/7 emergency coordination for medical evacuation. The solicitation requires strict compliance with FAR clauses including Restrictions on Subcontractor Sales, Whistleblower Rights, Combating Trafficking in Persons, Privacy Training, and Tax provisions, several of which include RFO deviations effective January 30, 2026.
