FCI Three Rivers-Replace Generators, Transformers, and Electrical Infrastructure
Solicitation # 15BNAS27Q00000002
Solicitation 15BNAS27Q00000002 is a request for quotes for a firm-fixed-price construction contract to replace two backup generators, transformers, and associated electrical infrastructure at the Federal Correctional Institution (FCI) Three Rivers in Texas. This project is a 100 percent 8a small business set-aside under NAICS code 236220, with an estimated project magnitude between 10 million and 20 million dollars. The contractor is responsible for providing all labor, materials, and equipment necessary for the demolition, installation, testing, and commissioning of the systems while ensuring the facility remains fully operational. The period of performance is 450 calendar days from the issuance of the Notice to Proceed. Quotes are due by November 30, 2026, at 11:00 AM EST and must be submitted electronically to Heather Buck. Proposals will be evaluated using a best value tradeoff process where non-price factors, including technical approach, relevant experience, project management, safety, security, and past performance, are significantly more important than price. Required submission documents include a technical proposal, a price proposal with a detailed breakdown, a signed Standard Form 1442, and completed representations and certifications. Key requirements include a bid bond of 20 percent of the bid price (not to exceed 3 million dollars) and the subsequent provision of performance and payment bonds for 100 percent of the contract price. All work must adhere to prevailing wage requirements and the Buy American-Construction Materials clause. Security is a priority, requiring NCIC criminal history checks and security clearance documentation submitted 14 working days before work begins. A non-mandatory site visit is scheduled for October 29, 2026, at 8:00 AM CST.
