Lethbridge County has purchased an approximately 35-acre greenfield parcel of land in the Broxburn area of the County (the “Site”) for the purpose of consolidating operations currently located at the Lethbridge County Administration Office, the Picture Butte Shop, and the Coaldale Shop, including relocation of the County’s Council Chambers. The County is seeking a qualified Functional Planning Architect (the “Consultant”) to lead a collaborative needs assessment with all affected County departments, and to prepare a Functional Program, Site Master Plan, and high-level (conceptual) construction cost estimate to support the County’s development of a business case for Council’s consideration on the consolidation of these facilities onto the Site. The Site Master Plan must accommodate current and future operational needs based on a 20-year planning horizon, be designed for long-term flexibility and phased growth, and address vehicle circulation, parking and turning movements for large trucks and heavy equipment, as well as public access and parking for Council and public meetings. This engagement is limited to the planning phase; detailed architectural and engineering design, tendering, and construction administration services, if required, will be the subject of a future, separate procurement process.
