REED ELSEVIER INC., LexisNexis Renewal for Online Research Services The Federal Communications Commission (FCC) intends to purchase a sole source subscription with REED ELSEVIER INC, (LexisNexis). The proposed effort will provide the FCC's library access LexisNexis Renewal for Online Research Services, which will include Volume Bonus Plan Subscription to the entire FCC organization. The period of performance for this effort is one base year term for this license will be NOV 2, 2013 - NOV 1, 2014, with four option years? This notice of intent is not a request for proposals or quotations. The authority for negotiating a sole source basis is made under 41 U.S.C. 253 (c) (1) and FAR 13.106-1 which permits soliciting from a single source, if the contracting officer determines that the circumstances of the contract action deem only one source is reasonably available. The North American Industry Classification System (NAICS) Code is 519190. Any challenges to this sole source requirement must be received by Nov 15, 2013 NO later than 12:00pm Washington D.C. local time, in writing, and sent to contact@example.gov in order to be considered by the Government for the purpose of determining whether or not to compete the requirement. Challenges must include information sufficient to enable the Government's needs as stated herein.
