The Naval Sea Systems Command plans to issue a Request for Proposal to General Dynamics NASSCO and Huntington Ingalls Incorporated for continuing the LHA 8 Affordability Design Effort initiatives. LHA 8 represents the first ship in the LHA(R) Flight 1 class, which is a modified version of the LHD 1 Class Amphibious Assault Ships. These two companies are uniquely qualified and possess the necessary facilities and resources to design and build a large deck amphibious ship of this size, making them the sole responsible sources for this effort. The contract modifications will be awarded without full and open competition in accordance with federal acquisition regulations that allow for limited competition when only a few responsible sources are capable of fulfilling the requirements. This pre-solicitation notice is for informational purposes only and does not constitute an actual solicitation or commitment to issue a contract. Potential subcontractors are encouraged to contact the prime contractors directly, but no proposals will be accepted at this time. Any future solicitations will be publicly announced, and the government will not reimburse any costs associated with responses or inquiries related to this notice. The contracting officer for this potential effort is Kerry L. Knapp, who can be contacted for further information.
