The National Institutes of Health intends to award a firm-fixed-price purchase order to LI-COR Biosciences for an Odyssey M Imager. This procurement is being pursued as a single-source acquisition under FAR 6.302-1 because LI-COR Biosciences is the sole manufacturer and provider of this specific imaging system, which integrates near-infrared and visible fluorescence imaging with optional luminescence detection. The system is noted for its line-scanning technology and wide dynamic range, making it essential for quantitative imaging applications. While the government intends to proceed with a single source, interested parties may submit capability statements to demonstrate their ability to meet the required specifications. These statements must be submitted electronically to Trish Haun by 9:00 a.m. EDT on September 17, 2026, referencing Notice No. 75N98026Q01162. The government expects to make a final award approximately five calendar days after the closing date, provided no other responsible sources are identified.

Full Description

The National Institutes of Health (NIH) intends to award a Firm-Fixed-Price Purchase Order to LI-COR Biosciences (LICORbio) for an Odyssey® M Imager.

The Government intends to solicit from a single source in accordance with FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

LI-COR Biosciences is the sole manufacturer, supplier, and service provider of the Odyssey® M Imaging System. The Odyssey® M Imager provides a unique combination of near-infrared and visible fluorescence imaging, trans and epi illumination, and optional luminescence detection within a single imaging platform.

The system utilizes line-scanning technology with optimized excitation and sCMOS detection for fluorescence imaging, as well as CCD detection for luminescence. The system provides a wide dynamic range of more than six orders of magnitude across its imaging channels, minimizing signal saturation and supporting quantitative imaging applications.

Based on the proprietary nature and unique configuration of the required equipment, LI-COR Biosciences is the only known responsible source capable of providing the required system without substantial duplication of cost or unacceptable delays.

This notice is not a request for competitive quotations. However, interested parties that believe they are capable of meeting the Government's requirements may submit a capability statement demonstrating their ability to provide the Odyssey® M Imager and associated components meeting the Government's required specifications.

The Government will consider all timely responses received and will determine whether the acquisition should proceed as a single-source procurement or be competed.

The Government anticipates making an award approximately five (5) calendar days after the closing date of this notice, unless the Government determines that another responsible source is capable of meeting the requirement.

Capability statements shall be submitted electronically to haunp@mail.nih.gov no later than 9:00 a.m. EDT on September 17, 2026.

Please reference Notice No. 75N98026Q01162 in the subject line of the response.

68HERW26Q0077 - Brand Name Cryo Mill
Solicitation # 68HERW26Q0077
The U.S. Environmental Protection Agency’s Office of Water intends to award a sole-source contract to Verder Scientific Inc. for the purchase of a Cryo Mill cryogenic grinder, exclusively because it is the only instrument capable of meeting the agency’s specific technical requirements for producing micro- and nanoplastics under 1000 nanometers. The equipment must feature a closed-vial system, stainless steel components to prevent contamination, liquid nitrogen autofill and safety sensors, a minimum 50 mL grinding capacity, compatibility with various grinding slugs or balls, a benchtop footprint under two square feet, multiple interchangeable grinding chambers to avoid cross-contamination, programmable protocol storage, and proven ability to generate reproducible nanoplastic particles—a capability verified by the National Institute of Standards and Technology. No other cryogenic grinder has been demonstrated to fulfill these exacting standards, justifying the sole-source determination under FAR 6.303-1(a)(1). The contract, governed by simplified acquisition procedures below the threshold, is tied to expiring funds and must be awarded by September 30, 2026, with delivery expected by October 30, 2026, to the EPA facility in Narragansett, Rhode Island. The action falls under NAICS Code 334516 and PSC 6630. Though this is not a competitive solicitation, any interested party may submit a capability statement by 4:30 p.m. EDT on August 20, 2026, to demonstrate potential equivalence, though the government retains full discretion to proceed without competition regardless of submissions. All communications must reference solicitation number 68HERW26Q077 and be directed to Charles Fischer at Fischer.charles@epa.gov. Respondents assume all costs associated with providing information, and no procurement obligations are created by this notice.
