License between the County of San Diego and California Highway Patrol – Monument Peak

This agreement establishes a non-exclusive license between the County of San Diego and the California Highway Patrol for the use of equipment and space at an existing communications facility located at Monument Peak in the Cleveland National Forest, Mount Laguna, California. The license grants the use of one full rack, one-half rack, 14 square feet of wall space for three cavities behind the rack, three omni antennas, one folded dipole antenna, and other supporting equipment. The term of the license is ten years, commencing on October 1, 2025, and expiring on September 30, 2035. The project is categorized under NAICS code 533110 and is officially exempt from the California Environmental Quality Act under Section 15301 for existing facilities, as the installation does not involve any expansion or change in the existing use of the facility. The Notice of Exemption was completed on October 15, 2025, and received final approval from the County of San Diego Director of General Services on October 31, 2025.
