REQUEST FOR INFORMATION The National Renewable Energy Laboratory (NREL) seeks information from organizations that are interested in licensing the worker certification schemes for two job descriptions: Multifamily Retrofit Project Manager and Multifamily Quality Control Inspector. These certifications are targeted at the multifamily housing energy efficiency upgrade market, and are the latest addition to the existing suite of worker certifications created by the Guidelines for Home Energy Professionals (HEP) project. There are more than 2.25 million multifamily rental properties in the United States. This represents a significant opportunity for improvements to quality of life, healthy, safety, and comfort for tenants, not to mention cost and energy savings if weatherization work is done correctly. Multifamily weatherization worker certifications offer assurance that the work will be done by qualified individuals with a body of knowledge and experience that has been vetted by the industry. Workers, employers and consumers (e.g., owners and tenants) will benefit from the multifamily HEP certifications through the creation of an accredited professional workforce that can effectively address energy efficiency work in multifamily buildings and promote job growth in the home performance industry. The goal of this Request for Information (RFI) is to identify existing personnel certification bodies (CB) interested in licensing the multifamily Home Energy Professionals (HEP) certification schemes in order to develop a national ANSI/ISO/IEC 17024 personnel certification program. The CB's must be accredited, or in the process of developing a certification program accredited to the ANSI/ISO/IEC 17024 personnel standard, and positioned to deliver the certifications nationally. Response Requirements If interested, please send a letter of interest to license the multifamily HEP schemes. The letter should describe the organization's ANSI/ISO/IEC 17024 personnel accreditation status, experience as a certifying body, and description of why the organization is interested in developing a multifamily HEP certification program and how the certifications will enhance the organization's current certification offerings. All responses must be submitted via e-mail to workforce.guidelines@nrel.gov. The letter of interest should be a Microsoft Word document or converted to a portable document format (PDF). All information received in response to this RFI marked "proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or sensitive information contained in their responses. Responses must be received by July 7, 2014. Responding to this RFI identifies your organization as an interested party only. There is no commitment by NREL or the government to issue a Request for Proposals (RFP), a Request for Quote (RFQ), make an award, or to be responsible for any monies expended in response to this RFI or for information received in response to this RFI.
