U. S. Special Operations Command (USSOCOM) anticipates contracting on a sole source basis with Honeywell International Inc., 1300 West Warner Road, Tempe, AZ, on an Indefinite Delivery Indefinite Quantity (IDIQ) contract, for Life Cycle Contractor Support to sustain peculiar and close loop Honeywell systems installed on the aircraft for the U.S. Army Special Operations Aviation Command (ARSOAC). The proposed action is for services for which the Government does not own specifications and drawings, thus making full and open competition impracticable if not impossible, due to the expense of acquiring the rights to this data, even if the owners of the data were willing to sell the rights to the technical data. The Government intends to solicit and negotiate with only one source under authority FAR 6.302-1. Firms that feel they can provide this service are encouraged to identify themselves. This notice of intent is not a request for competitive proposal, however, the Government will consider all proposals received by the specified due date (in accordance with FAR 5.203(a)). A determination by the Government not to compete this acquisition is solely within the discretion of the Government. The estimated release date of the solicitation is around late November/December 2012. The initial period of performance shall be for 12 months from date of award, with five (5)-one (1) year ordering periods.
