Full Description
The Naval Air Systems Command (NAVAIR), PMA-265 (Program Office for F/A-18 and EA-18G Aircraft) at Patuxent River, MD intends to award, Firm Fixed Price (FFP) Delivery Order against a sole source Basic Ordering Agreement (BOA) to The Boeing Company (Boeing), Saint Louis, MO. The Delivery Order will include scope of work to procure the Reference Standby Displays (RSD) Accelerometer, Head Up Display Video Camera (HVC) Frequency Equalizer and sustainment components for the LPHUD identified as obsolete. The LoTB effort will mitigate the obsolete components in RSD and LPHUD Gen 1 for the USN, U.S. Air Force (USAF), Royal Australian Air Force (RAAF), and Kuwait (KU) platforms authorized by the Diminishing Manufacturing Sources and Material Shortages (DMSMS) Review Board (DMSRB). As the sole designer, developer, and manufacturer of the RSD Accelerometer, HVC Frequency Equalizer, and sustainment parts, Boeing is the only source with the requisite knowledge, experience, and technical data required to successfully manufacture and repair the system without causing unacceptable delays in meeting the Navy’s operational requirements. Additionally, an award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
The authority permitting other than full and open competition is Title 10, U.S. Code 2304(c)(1), as implemented by FAR 6.103-1, "Only One Responsible Source," and no other supplies or services will satisfy agency requirements.

Interested parties may identify their interest and capability by responding to this notice. The Government will consider all capability information received prior to the closing date. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.
