AI Contract Overview
The contract specifies the procurement of 9 civilian-model life preserver vests, identified by NSN 4220-01-487-3650, in size large and color brown, to be delivered in two shipments of 2 and 7 units respectively, with a firm fixed price structure and zero variance tolerance on quantity. Delivery is required within 60 days after award, with inspection and acceptance occurring at destination, and items must be shipped FOB destination. All packaging must comply with MIL-STD-2073-1E and DLA’s RP001 packaging requirements, including adherence to MIL-STD-129 marking standards with no special markings required. The vests must include a 1½ by 1½-inch nylon loop tape patch on the upper left shoulder for temporary attachment of a distress marker light, with the light itself equipped with a permanently affixed 1 by 2-inch hook tape patch. Additional accessories—sea dye marker and flat whistle—must be secured via 48-inch and 24-inch nylon cords with a minimum 90-pound tensile strength, respectively, using bowline knots. The product is designated as a critical application item, and only approved manufacturers—Switlik Parachute Company, Naval Group Hellas, and Mustang Survival—may supply the vests using their specified part numbers. Mercury and mercury-containing compounds are prohibited in manufacturing or direct contact with the vests except for approved functional uses such as batteries, sensors, or instruments as defined by NAVSEA, and any such components must include a secondary containment boundary. The contract mandates compliance with the Certificate of Quality Compliance clause, and technical specifications are governed by the DLA Master List of Technical and Quality Requirements with revisions controlled by the solicitation or award date. Shipments are directed to USS Ronald Reagan and VFA-27 aboard Marine Corps Air Station Iwakuni, with transportation procedures governed by DLAD Proc Notes C19 and C20, and vendors must use vendor shipment management systems for U.S. deliveries.
