LIFE PRESERVER, VEST

The contract is for the procurement of two commercial Mk-1 life preserver vests in X-Large size and yellow color, identified by NSN 4220-01-487-3667, under solicitation SPE8E6-26-Q-0636 issued by the Defense Logistics Agency. The items must comply with strict technical and quality requirements referenced in the DLA Master List of Technical and Quality Requirements, and must incorporate specific design features including a 1.5 by 1.5-inch nylon loop tape patch on the shoulder for attaching a distress marker light, with the light itself requiring a permanently affixed 1 by 2-inch nylon hook tape patch. Accessories including the distress marker light, sea dye marker, and flat whistle must be secured to the vest using 1/16-inch diameter nylon cords with minimum tensile strength of 90 pounds, tied with bowline knots, and sized at 48 inches and 24 inches respectively. The vests are designated as a critical application item and must be furnished by approved manufacturers only: Switlik Parachute Company, Mustang Survival, or Naval Group Hellas, using their specified part numbers. All supplies must be packaged in accordance with MIL-STD-2073-1E and DLA Packaging Requirements, using the unit of issue RP001, and labeled per MIL-STD-129 with special markings referencing STO ZD072 for hazmat statements. The contract stipulates firm fixed pricing with zero variance allowed in quantity, and delivery must be made within 60 days after order date to the USS Ronald Reagan CVN 76 at FPO AP 96616. Inspection and acceptance occur at the destination. Hazardous materials are strictly prohibited unless exempted under naval exceptions, and mercury or mercury compounds are banned from direct contact with the product, except in functional components like batteries or sensors that must include secondary containment. Suppliers must provide Safety Data Sheets compliant with 29 C.F.R. 1910.1200 and OSHA’s revised Hazard Communication Standard, alongside compliant labeling, and must train employees on these requirements. The contract includes a Certificate of Quality Compliance clause, and all shipments must adhere to DLA transportation procedures for vessel and parcel post delivery.
