This contract solicits the procurement of 10 small blue commercial MK-1 life preserver vests under NSN 4220-01-487-2972, issued by the Defense Logistics Agency through solicitation SPE8E6-26-Q-0621 with a firm fixed price structure and zero variance in quantity. The vests must comply with stringent technical specifications outlined in A-A-59767, including a 1.5 by 1.5-inch nylon loop tape patch on the left shoulder for temporary distress marker light attachment and accessories secured with 1/16-inch nylon cords rated for a minimum 90-pound tensile strength per ASTM D4268. Distress marker lights and sea dye markers require 48-inch cords, while the whistle requires a 24-inch cord, all fastened with bowline knots. The item is classified as hazardous material, triggering mandatory compliance with Clause 52.246-9000 for Certificate of Quality Compliance and full adherence to the OSHA Hazard Communication Standard (29 CFR 1910.1200), requiring submission of Safety Data Sheets and compliant labeling before award. Mercury and mercury-containing compounds are strictly prohibited unless part of exempted items such as batteries, fluorescent lamps, or NAVSEA-specified instruments, and any permitted mercury-containing devices must be shockproof with a secondary containment boundary per NAVSEA 5100-003D.
