AI Contract Overview
This contract, issued under solicitation number SPE4A6-26-Q-1229 by the ASC Commodities Division of the Department of Defense, is for the procurement of 80 units of aircraft lighting systems identified by NSN 6220-01-437-7640, with an additional line item for first article testing. Delivery is required within 634 days after delivery order issuance, with FOB origin for main production items and FOB destination for first article testing. The items are subject to stringent packaging requirements under MIL-STD-2073-1E and marking standards per MIL-STD-129, including the “Fragile” special handling designation and Uniform Logistics Label barcoding. Palletization must follow DLA Packaging Requirements for Procurement (RP001), and preservation is limited to clean/dry methods with no additional packaging materials. Inspection and acceptance are specified to occur at origin, with sampling procedures governed by MIL-STD-1916 or ASQ H1331 using zero-defect acceptance criteria unless otherwise defined. First Article Testing is mandated, requiring compliance with DI-NDTI-80809B reporting and adherence to technical controls. The contract incorporates technical and quality requirements from the DLA Master List, including SAE AS9100 for higher-level quality management for both manufacturers and non-manufacturers, and mandates Cybersecurity Maturity Model Certification (CMMC) Level 2 self-assessment. Covered Defense Information obligations apply, and while Item Unique Identification is not required, the contractor must adhere to DFARS 252.211-7003(c)(1)(i). The Certificate of Conformance provision (FAR 52.246-15) is authorized unless superseded by a Quality Assurance Letter of Instruction. The contract prohibits kickbacks, contingent fees, and sales to the government by restricted contractors, and includes clauses for small business representation, equal opportunity, child labor compliance, and anti-kickback protections. Payments are exclusively processed via Wide Area WorkFlow (WAWF), and all deliveries must be routed to designated DLA distribution depots in Hill AFB, Utah, or Robins AFB, Georgia. Pricing is not specified, and award will be based primarily on past performance, with cost being less critical, reflecting a trade-off source selection methodology rather than lowest-price technically acceptable.
