The contract solicits four units of a light landing aircraft fixture assembly identified by NSN 6220013123083 under solicitation SPE4A6-26-T-06PV, issued by the DLA Aviation ASC Commodities Division of the Department of Defense. The item must be manufactured and delivered in strict compliance with technical and quality requirements referenced through R and I numbers in the DLA Master List of Technical and Quality Requirements, with applicable revisions controlled by the solicitation issue date. The product must conform to drawings numbered 80020 622548 (Rev. 12/05/1983), 80020 520495 (Rev. A 06/20/2005), and 80020 A322102 (Rev. J 07/24/2007), and bare item markings must include the contract number, NAWC CAGE, and part number unless superseded by drawing specifications. Mercury and mercury compounds are prohibited in the item, packaging, preservation, and marking, except for functional use in batteries, fluorescent lights, instruments, sensors, controls, weapon systems, or chemically specified reagents, with portable fluorescent lamps and instruments required to be shock-proof and contain a secondary containment layer per NAVSEA 5100-003D. The item must meet NAVAIR aircraft launch and recovery equipment traceability requirements. Packaging must adhere to MIL-STD-2073-1E with preservation method 10, cleaning/dry code 1, no preservative or wrap material, and unit and intermediate containers coded E5. Marking must follow MIL-STD-129 with the special fragile designation, and palletization must comply with DLA Packaging Requirements (RP001). Sampling must be conducted using MIL-STD-1916, ASQ H1331 Table 1, or an equivalent zero-based sampling plan, with critical, major, and minor attributes assigned verification levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively; acceptance requires zero non-conformances unless otherwise specified.
