Egyptian Navy Autonomous INTelligence System (AINTS) Platform Integration
Solicitation # N0003926RE014
The Naval Information Warfare Systems Command (NAVWAR) is soliciting proposals under RFP N0003926RE014 for the Egyptian Navy Autonomous Intelligence Systems (AINTS) Platform Integration. This Foreign Military Sales effort supports the Egyptian Navy by procuring the design, engineering, procurement, integration, testing, installation, training, and field service representative (FSR) services for AINTS platforms. The scope of work includes the delivery of specific hardware, including six V-BAT UAVs, six ESM (2-40 GHz) units, and six COMINT (2 MHz) units, along with unmanned surface vehicles (USVs) and spare parts. The contract is estimated for a three-year period of performance with an award window between June 2027 and June 2030. The acquisition utilizes a hybrid pricing structure consisting of Cost Plus Fixed Fee (CPFF) for labor, cost-reimbursement for travel and other direct costs, and Firm-Fixed-Price for materials and equipment. Award will be based on best value, where non-cost factors, specifically technical and management approaches, are significantly more important than cost. Due to the sensitive nature of the requirements, the Statement of Work is designated as Controlled Unclassified Information (CUI), requiring interested Department of Defense contractors to submit a signed Non-Disclosure Agreement to gain access. Proposals must be submitted via the PIEE SOL module and include detailed volumes covering contractual information, cost narratives, and technical capabilities.

The United States Coast Guard (USCG) intends to negotiate, on a sole source basis, a Firm-Fixed Price (FFP) award to Sealite USA, LLC. Address: 61 Business Park Drive, Tilton NH, 03276. This procurement is being conducted under simplified acquisition procedures in accordance with FAR parts 12 and 13. The purpose of the acquisition is based on the fact that the Coast Guard Office of Navigation Systems (CG-NAV) has identified AIS-ATON as a critical component for post storm restoration of Ports and Waterways. The concept of a Deployable AIS-ATON Kit was developed by USCG Research and Development Center (RDC) during the Ohio River Technical Demonstration (2015-2016). The Deployable AIS-ATON concept was tested again during Hurricane Harvey recovery operations in 2017. The Deployable AIS-ATON Kit developed by RDC was a conglomeration of individual parts assembled for testing purposes. In 2018-19, CG-NAV successfully tested an unlighted self-contained Deployable AIS-ATON Kit. CG-NAV wants to apply the lessons learned from testing and seeks to evaluate commercially available solutions for a lighted variant of the deployable kit. This action is being taken in accordance with FAR 13.106-1(b). A determination by the Government to not compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The Government does not intend to pay for information provided in response to this notice. This notice serves as both a synopsis of the requirement and public notice of the USCG's intent to sole source. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. All responses shall be submitted to the Purchasing Agent, Marvin F. Williams via email to Marvin.F.Williams@uscg.mil by 4:00pm EST on September 24, 2020 reference no. 70Z02320QMWV05100. If the Agency does not receive an acceptable response to this announcement by the specified date, negotiations will be conducted with Sealite USA as the only source and a delivery order will be issued without any additional notices being posted. As a result of this notice, a separate award notice or further public notices shall not be made. This notice constitutes all of the USCG's public notice requirements.

USCG - Response Boat, Small Third Generation (RB-S III)
Solicitation # USCG-RB-S-III-2026
The United States Coast Guard is seeking a contractor to design, build, test, and deliver the Response Boat, Small Third Generation (RB-S III) to replace the aging 29-foot RB-S II fleet. This small business set-aside acquisition involves the procurement of up to 400 boats for the USCG and 100 modified variants for other federal agencies. The contractor will be responsible for providing the vessels, trailers, full logistics and supply support, technical documentation, and configuration management. The RB-S III is intended for diverse missions, including search and rescue, migrant interdiction, and law enforcement. The government intends to award up to four Indefinite Delivery, Indefinite Quantity (IDIQ) contracts with a ten-year ordering period, consisting of a five-year base and a five-year option. The acquisition follows a two-phase methodology: Phase I involves the award of the IDIQ contracts based on technical and conceptual designs, and Phase II requires each awardee to build a demonstration vessel for an in-water evaluation. Ultimately, one contractor will be selected for the remaining production orders. The contracts will utilize Firm-Fixed-Price and Fixed-Price with Economic Price Adjustment line items. Solicitation is expected by the end of Fiscal Year 2026, with awards anticipated in the second quarter of Fiscal Year 2027.
