Lighting Resources, LLC., Approval of Closure Plan Modification

The Department of Toxic Substances Control (DTSC) approves the Closure Plan Modification for modifications to the Standardized Hazardous Waste Facility Permit Closure Plan. Lighting Resources elected to no longer operate as a destination facility for spent fluorescent linear lamps. The modification of the Closure Plan is to effectively close the Facility’s Standardized Permit and allow Lighting Resources to continue operating as a large quantity handler for Universal Waste (i.e., spent lamps, non-PCB containing lighting ballasts, batteries, air bags, mercury devices, non-empty aerosol cans, photo voltaic (solar panels) and electronic waste). Hazardous waste will continue to be transferred on hazardous waste manifest within the 10-day regulations based on the Lighting Resources CA Hazardous Waste Transporter Permit #3379. Background: DTSC issued the first Series A Standardized Hazardous Waste Facility Permit to the Facility in 1996 and renewed the authorization by issuing a renewal permit in 2007. The permit was renewed again in 2022. The permitted storage and treatment activities involve the management of offsite generated hazardous waste [spent fluorescent lamps, High Intensity Discharge (HID) lamps, other spent mercury-containing lamps, mercury-containing instruments (e.g. manometers), and intact Polychlorinated biphenyls (PCB)-containing lighting ballasts]. Project Activities: The following Units will be closed: Unit ID #1: Universal Waste Lamp Storage Area #1, Unit ID #2:Universal Waste Storage Area #2, Unit ID #3: Hazardous Waste Storage Area #1, Unit ID #4: Hazardous Waste Storage Area #2, Unit ID #5: Treatment Area #1 (Lamp Machine), Unit ID #6: Treatment Area #2 (HID Glove Box), Unit ID #7: Storage Unit, Unit ID #8: Hazardous Waste Storage Area, Unit ID #9: Balcan Lamp Machine. In accordance with the Standardized Permit, the Closure Plan addresses the closure of current Waste Storage and Management Units. Additionally, Units #7 through #9 are previously approved proposed units that have not been built and will be administratively closed.
