The Government currently has a requirement for an upgraded version of the current LARS V2.3 Software for the AN/ARS-6 (v14) Lightweight Airborne Recovery System (LARS) for the HC-130J aircraft. The upgraded software will be installed onto a fleet of HC-130J aircraft. The final awardee shall provide an upgrade to the current LARS V2.3 software which will include but is not limited to making MGRS the primary/ default coordinate format, provide operator ability to input a SARSAT frequency instead of having to keep adding additional frequencies, add - encryption key into LARS memory to prevent loss of keys if the system crashes or is turned off, and adding capability to store messages in memory for each survivor indefinitely, thereby eliminating the auto delete function once a message is viewed. The resultant contract is planned to have a period of performance of two (2) years as follows: one (1) year basic, with one (1) option year. The Government requires a vendor qualified to perform under NAICS 334220, Airborne radio communications equipment manufacturing, and possessing necessary avionics design experience required to update the mission critical LARS Control Display Unit (CDU) software/firmware. The Government has determined this is not a commercial item and there are no samples available for potential suppliers to evaluate. The Government intends to issue a Single Source solicitation to: Cubic Defense Applications, Inc. CAGE Code: 87G32 9233 Balboa Ave, San Diego, CA 92123 The agency's minimum needs can only be satisfied by the unique services available from Cubic as identified on the design requirements and source-controlled drawings. The LARS Software is highly specialized software that is used on HC-130J aircrafts. The HC-130J expected lifecycle is through 2035. A substitute item (i.e. software) must be approved by the Operational Safety, Suitability, and Effectiveness (OSS&E) activity. The system is also considered highly specialized due to its software configuration. Cubic is the Original Equipment Manufacturer (OEM) of the LARS V2.3 Software, therefore this is a logical follow-on for them to perform the software upgrade. The OEM has warrantied the LARS V2.3 Software and performance of an upgrade by any other vendor would invalidate the warranty.

MODIFIED WC-130J RTP APN-241 WEATHER RADAR SUSTAINING ENGINEERING SUPPORT RESEARCH AND SUPPORT TASK
Solicitation # FA8509A069433
The Government is conducting market research to identify sources capable of providing sustaining engineering, repairability, and maintainability support for the modified WC-130J RTP APN-241 Weather Radar. The primary objective is to upgrade one MC-130J version RTP to the WC-130J RTP configuration, expanding rain rate spectrum detection from 5 to 14 bands to support Silent Knight RADAR developmental testing. Key requirements include resolving reliability and maintainability issues, addressing obsolete parts and Diminishing Manufacturing Sources, and providing up to 400 man-hours of engineering support, including on-site presence at Eglin AFB for two engineers. Potential sources must have the ability to install the radar, troubleshoot system discrepancies, and maintain access to Northrop Grumman equipment and engineering software databases. The anticipated acquisition strategy involves a two-year contract beginning in FY27 with a possible six-month extension, although some documentation suggests a period of performance not to exceed 12 months. The Government anticipates this requirement may be a sole source award to Northrop Grumman Corporation. As this is currently a Request for Information under FAR 15.101(c), it is issued for planning purposes and does not constitute a formal Request for Proposal or a commitment to contract. Interested parties must provide documentation of their capabilities, including strategies to overcome any experience gaps, and identify potential small business carve-outs. All deliverables and payment requests are to be processed via Wide Area WorkFlow.
