The Line F Capacity Improvement Project, managed by the Alameda County Flood Control and Water Conservation District, focuses on enhancing the flood control underground channel along Peralta Creek in Oakland, California. The project involves the installation of approximately 1,660 linear feet of 84-inch reinforced concrete pipe and associated manhole structures. This construction is divided into two primary segments: 670 linear feet along International Boulevard between 42nd and 44th Avenues, and 990 linear feet along 44th Avenue between International Boulevard and San Leandro Street. The primary objective is to expand the existing underground culvert to increase conveyance capacity to meet the 100-year design flow. To ensure environmental and operational safety, the project will utilize all Best Management Practices, and nuisance flows within the storm drain system will be constrained to the existing box culvert until dry season connections are established. A Notice of Exemption was filed on September 23, 2026, asserting that the project is statutorily and categorically exempt from certain environmental review requirements under the California Public Resources Code. Primary points of contact for the project include Tiffany Ngo and James Yoo from the district's environmental compliance team.
