The contract is for the procurement of three detachable chain links identified by NSN 4010-00-804-2719 under solicitation SPE4A5-26-T-331Z, with a delivery deadline of 79 days after award and a designated delivery location in New Cumberland, Pennsylvania. The requirement is for a fixed-price supply contract with inspection and acceptance occurring at the manufacturer’s origin, governed by MIL-STD-1916 or ASQ H1331 sampling standards, with a mandatory zero non-conformance acceptance criterion unless otherwise specified. Packaging must conform to MIL-STD-2073-1E, using new and unused containers with cleaning and drying as the sole preservation method, and all labeling must comply with MIL-STD-129 including data matrix and barcoding requirements. Strict prohibitions apply against mercury and mercury compounds in packaging and preservation, and portable fluorescent instruments must be shock-proof with secondary containment. The item is subject to export controls under ITAR or EAR, restricting technical data access to contractors with approved JCP certification, trained personnel, and DLA authorization. Quality assurance compliance requires the manufacturer to maintain a SAE AS9003 or ISO 9001 quality system and support government inspection at origin. All invoices and receiving reports must be submitted electronically via WAWF, and the contractor is bound by clauses addressing cybersecurity (NIST SP 800-171 and safeguarding contractor information systems), trafficking in persons, employment eligibility verification, sustainable products, hazardous material identification, and prohibiton of unauthorized confidentiality agreements. The contract incorporates multiple FAR and DFARS clauses including provisions for changes, inspection, default, subcontracting, accelerated payments to small businesses, and unenforceability of unauthorized obligations. Offerors must be registered in SAM, provide UEI and CAGE codes, disclose size status and socioeconomic certifications if applying for small business set-asides, and affirm compliance with defense telecommunications restrictions. No pricing details are provided in the solicitation, and the award basis—whether LPTA or trade-off—is not explicitly stated, though price preferences may apply for HUBZone and other socioeconomic categories. There are no attachments, and all additional requirements are referenced through the DLA Master List of Technical and Quality Requirements accessible via the official DLA website.
