The contract seeks the procurement of a liquid chromatography-mass spectrometer system in a paired and integrated configuration, with all components manufactured and serviced by the same company. The system must feature unified software capable of simultaneously controlling both the liquid chromatograph and mass spectrometer to perform qualitative and quantitative analysis in a single run. Key instrument specifications include a dual ion source accommodating electrospray ionization and atmospheric pressure chemical ionization, a removable desolvation capillary for maintenance without vacuum disruption, and a high-performance detector based on an off-axis dynode and multistage electron multiplier design without phosphor conversion. The system must efficiently consume nitrogen at 15 liters per minute or less and include an autotuning function that adjusts mass spectrometer parameters automatically in both positive and negative ion modes, ensuring high resolution and scan accuracy up to 15,000 u/sec with a scan mass range of 2-2000 m/z. Additional requirements include software for data acquisition and quantification, automated recovery after power failures, and quality control features like peak asymmetry detection. The instrument must undergo system checks capable of integration within batch processes to facilitate maintenance and troubleshooting. Delivery and installation are required at West Point, NY, with a one-year warranty covering parts and labor. The contract is a Total Small Business Set-Aside under NAICS code 334516, issued by the Department of Defense with a solicitation deadline of May 15, 2026, and exempts the item from CMMC 2.0 compliance as it qualifies as a commercial off-the-shelf product.

Full Description

Require an instrument that contains both liquid chromatography and mass spectrometer in paired/joined configuration. The preferred system for the liquid chromatograph and the mass spectrometer should have all items manufactured and serviced by the same company. The integrated software package should be able to operate and control both the mass spectrometer and liquid chromatograph instruments from a single unified operating platform. The system should be capable of performing both qualitative and quantitative analysis on a sample in a single run. Instrument must include all software to process quantification data and acquire samples, automatically restarts upon power failure and detect asymmetry in peak shape for quality assurance/quality control. The instrument must use a dual ion source that can provide both electrospray ionization (ESI) and atmospheric pressure chemical ionization (APCI) to the same sample. Desolvation capillary must be removeable and replaced without breaking vacuum which allows for easier maintenance. The detector must use an off axis, high energy conversion dynode coupled with a discrete multistage active film electron multiplier, without phosphorconversion. Maximum nitrogen consumption needs to be 15 L/min or less for nebulization and drying purposes. Autotuning function must be included that optimizes both positive and negative ion modes, all scan speeds, mass axis calibration, sensitivity, and mass resolution automatically with a single tuning solution. Must include a system check to provide essential information on the status of the instrument and can be integrated into batches for smooth maintenance and troubleshooting. Scan speed needs to be 15,000 u/sec in 0.1u steps without reducing scan mass range. Scan step resolution should be 0.7u at all scan speeds. Mass range must be from 2-2000 m/z to enable analysis of a wide range of analytes including large peptides with multi-charge states. Must include delivery and installation to West Point NY, 10996 and include a 1-year warranty on parts and labor.According to DFARS 204.7304 Solicitation provision and contract clauses (c) This is a COTS item and 252.204-7012 would be exempted from this solicitation - this item does not need to be CMMC 2.0 compliant.
