AI Contract Overview
The contract involves a cleanup project at the McDonald's property adjacent to Little Darby Creek in West Jefferson, Ohio, managed by the Ohio Department of Natural Resources. The site, encompassing approximately 8 acres within the floodplain, has been contaminated by illegal dumping of debris, including tires, scrap metal, concrete slabs, mattresses, and various trash. The scope of work includes creating access paths by removing invasive honeysuckle shrubs and small trees, some of which may need to be cut or pulled to facilitate debris removal. Additionally, the contractor will remove existing debris piles, surface trash, and natural materials, ensuring proper disposal and recycling of recyclable items. Site remediation involves grading, covering disturbed areas with topsoil, seeding with riparian mix, and repairing damage to both ODNR and McDonald's property. The project emphasizes environmental sensitivity, particularly regarding the protection of the endangered Indiana Bat, requiring tree removal before March 31, 2024, and adherence to specified procedures for natural and man-made debris removal. A mandatory site visit is scheduled, and bids will be evaluated based on the lowest responsible and responsive bidder, with contingency funds available for unforeseen conditions. The contractor must coordinate scope changes with ODNR, ensure proper disposal of waste, and complete all work within the outlined parameters to restore the site’s natural and aesthetic condition.

Full Description
2) Tree removal Trees have grown on the edge and on top of the mounded dump. Removal of two small trees(< 12 inches diameter at breast height (DBH) growing on top of mounds will be necessary. Up to six additional small trees located on the edge of the mound may need to be removed to facilitate access, though the successful contractor may choose to work around them (with ODNR acknowledgement that some damage to these trees may occur). Trees that may be removed will be marked in advance by ODNR; no additional trees may be removed without ODNR’s consent. Any tree removal above 3” DBH MUST OCCUR prior to March 31st, 2024, per ODNR provisions for the state endangered Indiana Bat. Trees that are removed may be left on the property within the woods away from the property boundary or removed at contractor’s expense. Small brush should be piled for the benefit of wildlife, and to limit impediments to future site access. Invasive honeysuckle shrubs have also grown on top of mounds and should be removed to facilitate access by pulling or cutting flush with the ground. Cut branches may be chipped or piled within the woods away from the property boundary.
3) Remove debris piles - .05 acres / 2,250 square feet (see figures 2-5 below) Remove trash and debris mounded in piles, including but not limited to approximately one dozen tires, scrap metal, and concrete slabs and rubble. All man-made debris will be removed to a receptacle provided by the contractor. Remove trash and debris that appears up to 6” below grade. Although debris may continue below this elevation, removal should be conducted such that no debris will be visible after topsoil is applied at grade. Natural materials: Contractor may leave soil occurring in the mounds on site, removing only man-made materials. Sandstone slabs and boulders and other natural materials occurring with the piles may also be left on site.
4) Remove surface debris – 1.35 acres (see figures 6-7 below) Remove all trash, including but not limited to tires, scrap metal, mattresses, bottles, slabs, blocks and rubble comprised of concrete and possibly some asphalt with other miscellaneous material. While some debris in this larger work zone may be mounded in piles and partially covered with soil, for this portion of the project the contractor will remove only surface materials with limited excavation. Mounds may remain in place, but all visible debris should be removed.
5) Trash disposal Trash will be removed to a temporary receptable provided by the contractor, which may be placed in the grassed area behind the McDonald’s parking lot (see Figure 2). Trash receptacle shall not be overfilled in order to facilitate its removal, and to avoid unsightly conditions for restaurant guests and prevent spillage into parking lot. Recycle all material that is recyclable, including tires, glass and scrap metal. All other trash must be disposed of properly at a licensed facility.
6) Site remediation Grade and apply minimum of 2-3 inches of topsoil to areas where excavation has created depressions and to cover any remaining debris. Seed excavated area with riparian seed mix (to be provided by ODNR) and straw mulch. Repair ruts and other damage on ODNR property and on McDonald’s property. Apply grass seed and mulch to all disturbed areas on McDonald’s property.
CONTINGENCY Contingency funds will be available for unforeseen conditions such as removal of debris below the elevation specified in the scope. The contractor must obtain ODNR approval for scope and pricing of additional work before it is performed and invoiced.SITE VISITA mandatory site visit will occur on Wednesday, February 21, 2024, at 10:00 am. Interested parties should meet in the parking lot adjacent to the ODNR property in front of the Advanced Auto Parts store at 229 East Main Street, West Jefferson, Ohio 43162. Site visit questions may be directed to Heather Doherty, Regional Scenic Rivers Manager, at +1 (555) 000-0000.Evaluation.
