The U.S. Army Corps of Engineers, Walla Walla District, is conducting market research through a sources-sought announcement for the precision fabrication, testing, and delivery of new Wicket Gate Locks for the Little Goose and Lower Granite hydroelectric dams in Washington State. The work requires manufacturing complex steel structural components to strict engineering tolerances as outlined in attached draft technical drawings, including the integration of Honeywell GLA series limit switches to interface with existing dam control systems. Responding firms must demonstrate the capability to handle this high-stakes, heavy fabrication project by submitting a capability statement, detailed technical experience in similar precision machining or industrial hydroelectric fabrication, business size and socioeconomic status under NAICS 332710 with a 500-employee small business size standard, and verification of compliance with higher-level quality standards such as ISO 9001:2015 or AS9100. Mandatory certifications include AWS Certified Welding Inspectors for structural inspections and certified Level II or III Non-Destructive Testing personnel, with all manufacturing performed under an active Quality Management System. Prior to fabrication, contractors must conduct on-site field verification of critical dimensions at both dam locations, requiring coordination with USACE security and compliance with EM 385-1-1 safety protocols, including security clearances, training, and badging for personnel. A Factory Acceptance Test on the first completed assembly must be conducted and witnessed by USACE representatives before full production begins. The response deadline is July 17th, 2026, with submissions due to Chandra Crow at the Walla Walla office or via email, and all information provided will be used solely to determine whether the requirement will be set aside for small business or socioeconomic categories. This action is preliminary market research and not a solicitation, with no pricing or contract value yet established.
