The Department of Defense, through the 19th Contracting Squadron, is preparing to solicit proposals for a Total Small Business Set-Aside contract to provide comprehensive base pavement support at Little Rock Air Force Base (AFB), Arkansas. The contract, valued at approximately $25 million, will be awarded as a Firm Fixed-Priced Indefinite-Delivery Indefinite-Quantity (IDIQ) agreement with a 24-month base period and four 12-month option periods. The work scope includes a wide range of construction, repair, maintenance, and related civil engineering activities, such as airfield markings, erosion control, pavement repairs, asphalt and concrete work, installation of drainage systems, landscape establishment, compliance with environmental and accessibility standards, and traffic control. Contractors must handle all aspects from design and labor to materials and equipment, with specific technical requirements such as the use of Class F Fly ash in concrete repairs and adherence to multiple regulatory standards. The solicitation will be issued as a competitive best value procurement, where the government will prioritize offerors’ technical expertise and past performance significantly more than cost. Work will be performed through task orders issued under the IDIQ, and contractors must maintain a local office within 20 miles of Little Rock AFB. Only electronic copies of the solicitation will be available via the SAM.gov website, and all inquiries must be submitted in writing to designated contacts. Registration in the System for Award Management (SAM) is mandatory to submit proposals, and interested parties must regularly monitor the SAM website for updates. A pre-proposal conference and site visits will be arranged, with detailed instructions provided in the forthcoming solicitation expected around late July 2025. The government reserves the right not to award a contract and will not reimburse any costs associated with proposal preparation.
