U.S. Embassy Mexico—International Narcotics & Law Enforcement Affairs (INL Mexico) CONOCER Criminal Analyst Certification Services
Solicitation # 19AQMM26Q0469
Solicitation 19AQMM26Q0469 is an unrestricted Indefinite Delivery Indefinite Quantity (IDIQ) procurement issued by the U.S. Embassy Mexico's International Narcotics and Law Enforcement Affairs (INL Mexico) office. The primary objective is to strengthen the capacity of Mexican state and federal crime analysts by providing certification services under the CONOCER Competency Standard, specifically targeting up to 850 analysts in Competency Standard 1599 to improve investigative quality and reduce impunity for high-impact crimes. The contract is structured as a Firm Fixed Price (FFP) agreement with a five-year ordering period running from December 1, 2026, to November 30, 2031. The scope of work includes evaluation services, the issuance of certifications, and associated travel and VAT reimbursements, with performance occurring at various locations across Mexico. To be eligible, the contractor must be formally registered as a CONOCER Evaluation and Certification Institution and assign qualified personnel, including a CONOCER Evaluator for the 1599 Competency Standard. Award will be based on a trade-off approach where technical factors—specifically key personnel, technical approach, relevant corporate experience, and past performance—are deemed more important than the evaluated price. The evaluation process focuses on the greatest value to the government rather than a numerical formula. Administrative requirements include electronic invoicing via the Invoice Processing Platform (IPP) and adherence to strict submission guidelines, with the final response deadline set for November 1, 2026.

Maintenance Service for Portable Fire Extinguishers - BPA
Solicitation # 2031ZA27Q00004
Solicitation 2031ZA27Q00004 is a request for quotations for a single-award, firm fixed-price Blanket Purchase Agreement (BPA) to provide portable fire extinguisher maintenance services for the Bureau of Engraving and Printing (BEP) DC Facility. The contract is a total small business set-aside under NAICS 541990. The period of performance is five years, spanning from December 1, 2026, through November 30, 2031. The scope involves the inspection, maintenance, testing, repair, and replacement of approximately 1,000 portable fire extinguishers across the BEP main and annex buildings in Washington, D.C. Services will be managed through annual BPA calls for inspections and as-needed calls for specific repairs or replacements. The contractor must be ICC/NAFED certified and adhere to NFPA-10 and OSHA 29 CFR Part 1910 standards. Key technical requirements include six-year teardowns, hydrostatic testing at five or twelve-year intervals, and the provision of metal valve replacement extinguishers. An annual equipment report is required within 48 hours of service completion. Award will be granted to the lowest-priced, technically acceptable offer with no adverse past performance. Evaluation is based on the completeness of the technical approach and the level of risk associated with the proposal. Offerors must submit their quotes in two volumes: a technical capability volume and a pricing volume using the provided pricing sheet. Submissions must be made by October 30, 2026. The contractor is required to maintain worker's compensation, general liability, and automobile liability insurance. All payment requests must be processed electronically through the Invoice Processing Platform (IPP).

The Naval Sea Systems Command (NAVSEA) Littoral Combat Ships (LCS) (PMS 501) and LCS Fleet Introduction and Sustainment (PMS 505) Program Offices have a requirement for Professional Support Services (PSS). These include Program Management, Business Financial Management, System Engineering, Production Planning and Production Engineering, Post Delivery, Test and Evaluation, Life Cycle Engineering and Support/Logistics and Operational Readiness, Manning Personnel and Training (MPT)/Human Systems Integration Analysis and Engineering, Configuration and Data Management Engineering and Combat Systems Development. Computer Sciences Corporation (CSC), 1201 M. Street SE, Suite 400, Washington, DC 20003 is currently supporting this requirement under contract N00024-14-C-2307, which was awarded noncompetitively on 09 September 2014. The current and last option on this contract is due to expire on 30 September 2015. Follow-on procurements have been solicited as a Small Business Set-Aside and an Unrestricted competition supporting the LCS PMS 501 and 505 Program Offices using the Navy's SeaPort-e electronic procurement platform. These follow-on competitive procurements are anticipated to be awarded in the 1st quarter of Fiscal Year 2016 (FY16). Pursuant to U.S.C 2304(c)(1), CSC is the only responsible source capable of fulfilling the Navy's requirements for continued LCS Program Professional Support Services without unacceptable delays until the follow-on contracts are awarded. Only CSC has the requisite knowledge and experience to complete financial analysis efforts, functional and design support work, and trial coordination efforts in support of LCS program schedules for two variants in the short time frame before award of the competitive follow-on contracts. It is anticipated that the contract modification will consist of one (1) 6 month option and two (2) 3 month options. The period of performance for the immediate sole-source contract is anticipated to be 01 October 2015 through 30 September 2016 to enable the continuation of these critical services. The principle places of performance are Washington, DC; Marinette, Wisconsin; and Mobile, Alabama. Parties interested in subcontracting opportunities should contact CSC directly. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposal. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to solicit proposals from more than one source for performance of the contemplated contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
