Local Civilian Range Support

The Naval Supply Systems Command Fleet Logistics Center Norfolk awarded a firm-fixed price, Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract to Academi Training Center, LLC for local civilian range support services. This contract supports Navy Explosive Ordnance Disposal (EOD) Group Two at Joint Expeditionary Base Little Creek/FT Story, Virginia. The scope of work includes providing shooting, demolition, and comprehensive training support, including the provision of labor, materials, facilities, equipment, and medical support. A critical requirement of the contract is the provision of operational underwater demolition training ranges located within a 50-mile radius of the base. The contract was awarded on a sole-source basis under FAR 13.501(a) because market research confirmed that Academi Training Center, LLC is the only provider within the required geographic area capable of meeting these specialized technical needs. Funding is provided through Fiscal Year 2026 Navy Operations and Maintenance appropriations, with individual task orders funded in the year they are issued. The government maintains the right to extend services under FAR 52.217-8, with extension pricing included in the base contract. Performance is monitored based on compliance with the Performance Work Statement, with inspection and acceptance occurring at the training sites in Virginia Beach and surrounding areas.
