The United States Agency for International Development (USAID) in Indonesia plans to issue a Request for Proposal (RFP) for a Cost-Plus-Award-Fee contract to support the Local Governance Enabling Environment (L-GEE) activity. This initiative aims to improve governance at the subnational level by enhancing policy implementation and service delivery for Indonesian citizens. The procurement will be conducted through full and open competition, with the solicitation expected to be released during the second quarter of the U.S. fiscal year 2020. The L-GEE project is structured around four core components: conducting Political Economy Analysis and co-design to ensure responsiveness and sustainability; providing technical assistance to various government partners to improve policy coherence and local budgeting; offering short-term technical assistance to support other USAID activities; and managing an Opportunity Response Fund to address unforeseen governance opportunities arising from political or social changes. This contract will be performed in Indonesia and is subject to USAID’s internal approvals and funding availability. While this notice serves as a pre-solicitation announcement and satisfies federal requirements for early notification, it is not a solicitation or a commitment by the U.S. government to issue a contract. Interested vendors are encouraged to monitor the official federal contracting website for solicitation updates and further details as they become available. The points of contact for this procurement include representatives from USAID Indonesia who can provide additional information.

This is a pre-solicitation notice of a proposed contract action in accordance with FAR Subpart 5.201(b)(1)(i), as supplemented with additional information included in this notice. The United States for International Development (USAID)/Indonesia anticipates the issuance of a Request for Proposal (RFP) for a Cost-Plus-Award-Fee completion type of contract for the implementation of the USAID Local Governance Enabling Environment (L-GEE) Activity. USAID intends to use full and open competition for this procurement and to release the solicitation within the second quarter of U.S. fiscal year 2020. This contract will help the citizens of Indonesia to benefit from effective local government by increasing the quality of policy implementation and service delivery at the subnational level. The L-GEE activity will be implemented via four components. Component 1 consists of Political Economy Analysis (PEA) and co-design at national and subnational levels, to ensure that the activity remains contextually grounded, responds to local needs as defined by Indonesian actors, and supports long-term ownership and sustainability. Component 2 implements the plans emerging from Component 1 and will provide dedicated technical assistance to national, provincial, and district partners to strengthen policy coherence, enhance local service delivery, and improve local budget allocation and execution. Component 3 is for on-demand STTA to provide a dedicated mechanism for USAID/Indonesia technical offices to request specific and targeted L-GEE assistance to support the design and/or implementation of other USAID activities and to meet discrete technical needs within their sectoral expertise. Component 4, the Opportunity Response Fund, provides a mechanism through which the activity can take advantage of opportunities for strengthening subnational governance that occur due to unforeseen changes in the political economic, social, and/or cultural environment, within the constraints of resource availability and consistent with the Statement of Work (SOW). Prospective Offerors are advised that this procurement is subject to internal USAID approvals and the availability of funds. This is not an Invitation for Bid (IFB) or a Request for Proposals (RFP) and in no way obligates the United States Government to issue and RFP/IFB and/or award a contract. This notice satisfies the synopsis requirement in FAR 5.2. If a solicitation is issued, all necessary information will be supplied at the time it is posted at https://beta.sam.gov. Interested parties are advised to periodically monitor the above website and solicitation number for updates concerning this procurement.
