NOTICE OF PROPOSED PROCUREMENT (NPP) Solicitation No.: BPM014160P2P Link: Local Internet Access Services (LIAS) (BPM014160)Department: Shared Services Canada (SSC)Notification Period: Friday October 22, 2021 to Friday December 17, 2021 Delivery Destination Area: Canada / National Internet Service Providers (ISPs) can qualify for one or more of the six (6) regions below:

Description of Requirement: Shared Services Canada (SSC) requires Local Internet Access Services (LIAS) for federal government sites across Canada on an as-and-when requested basis for SSC itself, its exclusive Partner Organizations, Mandatory Clients, and any other Government Organization that chooses to use SSC for the procurement of its LIAS. This Notice of Proposed Procurement is to invite Internet Service Providers (ISPs) to prequalify their business through this Request For Supply Arrangement (RFSA) solicitation. All suppliers that demonstrate the required experience and capacity will be qualified as part of the resulting Supply Arrangements (SAs) for opportunities to supply Canada with LIAS. The intent is to issue Supply Arrangements to all qualified ISPs. The resulting SAs will be used to: Establish a list of qualified ISPs for future exclusive competition of LIAS requirements Standardize resulting contracts for a more efficient and timely contract award process Streamline future solicitations, their responses, inquiries, and invoicing, to improve organizational processes while reducing manual clerical deficiencies. Formalize and consolidate pre-existing Legacy and Contracted Connections for ease of management and payment Recompete pre-existing Contracted Connections as they expire Establish new LIAS Connections
This RFSA is not a solicitation of bids or tenders and is intended to pre-qualify suppliers that possess the criteria required by SSC to be issued a Supply Arrangement. Although SSC intends to award as many SAs as possible resulting from this RFSA, there is no obligation to award a contract as a result of being issued an SA from this RFSA process. Procure to Pay (P2P) Portal: Procure to Pay (P2P) is an integral part of SSC’s contracting processes where all SSC requirements and solicitations are posted and managed. Suppliers must be registered and logged into P2P in order to submit a response. Registering for an account will allow vendors to view, respond, bid, invoice, and manage opportunities with SSC. Mandatory and Requested Criteria: Suppliers are being requested to respond to various mandatory and requested criteria regarding experience, capability, service regions, and Legacy Connections. The criteria will be required during specified points of the solicitation process: Mandatory at solicitation closing; Requested at solicitation closing; and Mandatory before being issued a Supply Arrangement.
Selection Methodology: Suppliers must meet all the requirements that are mandatory at both solicitation closing and before SA issuance. Suppliers failing to meet all the mandatory conditions will be considered non-compliant and will be given no further consideration.All suppliers who are compliant with all requirements that are mandatory at solicitation closing and before SA issuance, will become qualified suppliers of LIAS under the SA and considered for all future solicitations.Security Requirements: There are no security requirements for this RFSA. Suppliers do NOT require security clearances issued by the federal government in order to propose their services or to become prequalified. However, it’s possible that subsequent requirement-specific solicitations may have security requirements and will be requested to provide valid security credentials. Suppliers are therefore requested to identify in the Checklist and Other Forms Tab of ATTACHEMENT 1 – LIAS RFSA Response Spreadsheet whether they hold a valid Designated Organization Screening (DOS), issued by the Contract Security Program (CSP), Public Services and Procurement Canada (PSPC).Comprehensive Land Claim Agreements (CLCA): Requirement specific solicitations will consider contracting obligations that exist in the Comprehensive Land Claim Agreements across Canada Procurement Strategy for Indigenous Business (PSIB): Requirement-specific solicitations will consider Procurement Strategies for Indigenous Businesses. Socio-economic considerations: Incentives are applied to Socio-economic groups to encourage their participation in the RFSA and requirement- specific solicitations. RFSA Debriefings: Suppliers may request a debriefing on the results of the RFSA process. Suppliers must make the request to the SA Authority within fifteen (15) Federal Government Working Days (FGWD) of receiving the RFSA process results.
