This contract establishes fire protection, labor, and equipment standby services for the West Virginia Air National Guard at the Logan County Airport and the Camp Branch Landing Zone. The selected provider must supply crash fire rescue support upon 24 hours notice, ensuring all equipment is positioned 30 minutes before aircraft arrival and remains until 30 minutes after the final departure. Specific staffing and equipment requirements are mandated based on aircraft type, requiring at least eight FAA Part 139 certified firefighters and specific ARFF vehicle and agent capacities for C-130 and C-17 operations. To maintain compliance, all onsite firefighters must complete annual FAA Part 139 live fire, aircraft familiarization, and driver operator refresher training. Coordination for flight operations is managed between mission planners and the City of Logan Fire Chief, with established protocols for notifications and cancellations. Failure to cancel operations before the arrival of personnel and equipment will result in the application of mission site and standard monthly fees.
