The General Services Administration, through the Federal Acquisition Service and Technology Transformation Services, is conducting market research via Request for Information 47QPCA27RFI0001 to identify commercial inherited-credential solutions for Login.gov. The objective is to integrate third-party Identity Assurance Level 2 (IAL2) verified identity information into the Login.gov workflow, allowing users to leverage existing credentials from a full-service Credential Service Provider to access federal services. The government is exploring the establishment of a Multiple-Award Blanket Purchase Agreement against the GSA Multiple Award Schedule, potentially featuring a 10-year ordering period with a combination of firm-fixed-price implementation and maintenance costs and billing based on passed transactions. Technical requirements specify a scalable Software-as-a-Service solution that is FedRAMP Moderate authorized and certified under NIST SP 800-63 for IAL2 and AAL2, with potential compliance for FAL2. The solution must support secure data exchange via API using JSON or YAML, provide a co-branded user experience compliant with Section 508 and WCAG 2.1 AA, and utilize FIPS 140-3/140-2 validated encryption. Performance standards include 99.9% production availability and API response times under 60 seconds for 99% of requests. Interested respondents must submit their capability statements in PDF or Word format by 5:00 PM ET on October 15, 2026, ensuring all proprietary information is clearly marked.
